I know that the plugs are the same 3 pin and the voltage is the same, I am asking more in terms of are the TV signals compatible?

No it has to be an Arabic language TV

Probably. They use PAL format here which is the same as in the UK (unlike NTSC). Most new TV's are multi format, multi voltage anyway and will work anywhere.
