I am a recent graduate who may want to move to Dubai to work. I am interested in being an economist/policy analyst or work in urban development projects. However someone told me I have to be already a professional to work in Dubai. Can I still come to Dubai as a recent graduate? How can I do this?

Of course you can - as long as you can find a company which will employ you and provide an employment permit. However the recruitment market is rather dull at the moment especially in urban planning/ development as many of the projects are delayed by a year or more. Dubai is not exactly an inexpensive place to live in, so do your homework well before landing here.
